If that's the case, then focus on solving that issue, not changing something else to create the possibility of solving the issue of voter enthusiasm.

If they stay home that’s on them. The electoral college is there to serve a purpose and it’s to avoid majority rule. Candidates would only care about campaigning and making promises to high population states. The way it is now you have to appeal to a broader base to win.
