I am not sure. I think it is more likely money laundering. Why else would they declare „phantom income“? Basically declare all the pay-to-play and bribery money as income for Hunter, tax it appropriately and funnel it to the Bug Guy.

Phantom income is just income earned through certain investments that has not paid out but needs to be declared. I have this. It's annoying.
