Simply that just because a government decides to overstep or do something shitty (as they do in EVERY country) does not mean that it is with agreement of its citizens or that they are happy or implicit in this.

The above was shitty and by the government. The implication of comments is that the Australians have allowed this and are complicit.

I say in EXACTLY the same way as Americans are implicit and agree to the NSA recording all their private phone calls. That is to say not at all.
