Paragraph 15 never says “only if”, I think you should be more careful in your reading and in your wording. Every other paragraph references a massive scheme of fraud. Legally speaking, this affidavit absolutely is evidence of fraud. One would have to be completely dishonest to believe that this affidavit is evidence of a fair election.
