Only Commissioned Officers are allowed to serve as Judges and Prosecutors. Defense may retain a JAG Officer or seek a Civilian Council for representation.
How does this work in the military? Does someone else have to first bring charges? Civilians rely on law enforcement to bring charges, although the FBI/DOJ have really let us down. I'm trying to figure out how Sidney gets from point A to point B here.
