When you're repeating a phrase for clarity, you don't say "I Repeat" like they do in the movies. The actual way to repeat yourself is "I Say Again." Repeat is reserved for artillery barrages. If you want another creamy artillery load dropped on the bad guy's faces, you say "Repeat."

So, in this meme's case, "The chair is against the wall. I say again, the chair is against the wall."
