No there is no clause. I guarantee you Universities do not have a pandemic clause. Nor can they retroactively apply a rule change without you agreeing to it or otherwise nullify the contract.

They can give smart minorities/the poor "free ONLINE Harvard/Yale/etc scholarship" which costs them nothing but pads their diversity numbers while charging the global elites $100k a year for their kids to go to "in-person" Harvard/Yale/etc.
They already basically do this. You can take most of their classes for free online. It only costs five figures if you want credit. They aren't educational institutions. They are certification institutions.

I ignored it completely and am still employed for next quarter, so it looks like it was an empty threat they hoped faculty would just accept without questioning it. Or they don't know how to code their own websites.
This has been going on at most colleges and the students have been putting up with it. Mandatory twice a week testing, reporting to a dorm leader every time you go off campus, etc. They're good and indoctrinated already and see nothing wrong with being treated like 12 year olds on probation. My guess is they have people do bed checks in the dorms and whoever isn't in their room gets reported. I'd still walk off campus without saying anything because they have no right or even privilege to do this.

I was looking at going to Texas A&M, but their current mask policy and tattling process is... insane. There's really nowhere to go to be free from this garbage. We have to throw away years of our lives in the HOPE that if we wait long enough, maybe reason will prevail and normal will come back. I won't (and can't) take online classes, so my life is on hold because my career requires my PhD to do anything meaningful (which I'm ok with the degree part, not commie restrictions).
Probably cross referencing lists of people who participated in the testing versus a bedcheck list of missing students from the dorms. Anybody gone from the dorm during a bedcheck round that isn't on the list would be expelled probably.
College students now are a new breed. They're not the rebellious students of the past and now mostly do as they're told. The college has perceived power, so that perception is all it takes.
It's the student version of what we see outside the college setting with mask mandates and business closures because lockdowns told us to. As adults outside the college setting, we're doing the same thing. Bad adult modeling shows college students and all other kids how to behave. Adults won't stand against these things, so how could a college kid come to the conclusion that they can stand against this?
There will be a few outliers of course, but the majority of the students will cave and do as they're told. They see no other option because they haven't been shown one. We, who know better than to think government has power over us that they've been exerting, have been following illegal orders for months. How could a teenager or young twenty-something who knows nothing of the country, know better than to follow this?
The adults who cave are the ones that confuse and frustrate me. These students? Not so much.
