Why is this the first I'm hearing of such an office? My dad was watching Sleepy Joe's cabinet announces on ABC (lol) and he even noticed the "office of president-elect" thing. what gives?

To be fair the Trump campaign also used that, it appears to just be an official name for the transition team.
However, there were no ongoing legal disputes in 2016, so the use of it then was entirely appropriate. Even though the Biden campaign didn't come up with "Office of the President-elect" they're still using it to try and give an air of legitimacy to the fraud and manipulate public opinion.
Nothing official about it, the title and designation isn't in the Constitution. It's just something they've adopted as part of the process.
But Joe can't be the President Elect anyway, because he hasn't been elected. The Electoral College hasn't voted for him yet. So it's all a sham, anyway. They're just letting him pretend to be the President in his basement.
Yeah...i feeel like the use of said office is only to make his admin look legitimate/sway public opinion to make people believe he won "fair and square". also takes away from the election fraud rhetoric they're trying to distance themselves from.
