TX has a lot of liberal country judges. Nobody wants to live in those areas. We kinda just let them have them uncontested since they are too stupid and poor to move to our areas so who cares. They can have whatever judges and crap officials they want in their areas but know anywhere outside not happening.

The last election when we had Ed Eckels running against the Democrat, Lina Hidalgo (a tyrant), the majority of voters voted straight democrat ticket causing our great judge Ed Eckels to lose. Without him Houston (Harris County) would be a swamp after all the hurricanes we had while he was Judge. We ended up with our version of AOC, and she is a joke.
How the hell do county judges in Texas have such broad authority? Where are the county managers/executives/boards of supervisors?

You are correct. The County Judge is dual roled as executive and legislative, as opposed to the rest of the commissioners that are just legislative.

Him getting away with just paying a fine is bullshit. Violating a law or order you wrote yourself should be a capital offense.
That fine is nothing to the elites who create the rules but don't follow them. It's everything to the average person trying to live their lives.
