When you don't allow observers for those votes they become illegal. They cannot be audited because they were mail-in votes and the envelopes were trashed. Without the envelopes you cannot verify signatures. Thus, there is only one solution, throw them out.
A judge won’t do that.

That does not mean the realistic remedy is to throw them all out as much as I'd like them to.
They threw away all the envelopes to all mail-ins from Philly. Totally illegal. Totally co-mingled now
