If McSally's vote total, adjusted based on real vs fraudulent votes, results in a win; then yes. A concession is ceremonial in nature and is not legally binding. The concession can be pulled back at any time prior to Nov 30 when the AZ SOS certifies the results. However, I would imagine that if fraud were involved and proven beyond a reasonable doubt, that certification could be overturned by SCOAZ and if appealed, SCOTUS.

I can already hear the BRRRRAAAAAAAAAATTT of a 30mm Avenger over the liberal tears.
