Here's an idea we can steal from Germany. They have machine readable IDs and an app you can use if you need to apply for something. Here we mandate not only real id, but the absentee ballot application is checked with your real ID. Barring that, I realize a lot of people hate technology, you present your application to a notary public with I'd and they notarize it. What do you guys think?
