When he made the move on DOD and CISA, he just went in swiftly and butchered them. So why is he still leaving FBI and CIA alone ? Because he is still collecting evidence of ongoing crimes.
When he is ready, Barr will move in and fire Wray and then put in a replacement who will then take an axe to the DS operatives in FBI. After that, everything else can happen.
