She's such an expert that in February she advised (and Trudeau followed it) that Canada should give a large quantity of its PPE supplies, free of charge, to China while they were dealing with the initial outbreak. Once the virus started appearing in Canada a month later, she now had to replace PPE supplies that she had given away. China obliged the request... but at a hefty price!!
Imagine being so stupid as to not at least sign an agreement whereby the terms of different time frames of same goods exchange.
