This ruling essentially shuts Planned Parenthood out of receiving Medicaid funds by marking them as an "unqualified provider". They can still operate, but they can't do it with that particular pile of gov't cheese.

Also, "Monday’s ruling occurred, Liberty Counsel argues, because President Donald Trump appointed a new judge to the federal appellate court who broke a tie in a previous ruling.

Six of Trump’s nominees sit on the Fifth Circuit Court of Appeals. All four who participated in Monday’s case joined Owen’s opinion, forming an 11-member majority."
