Kyle answered the call when his community needed him, at great risk to himself.

This. Kyle was doing what David Dorn did, but Dorm paid the ultimate price for trying to protect his community. I have no doubt in my mind that if Dorm managed to get a shot off and kill his attacker, he would have gotten the same treatment as Kyle.
