Any excuse for them to hold money longer, makes them more money. Keeping millions for a few extra months and getting interest off it is easy profit. I wouldnt pay out anyone either.

Why make it sound so nefarious? If I am betting on someone to win the election I don't expect to get paid until they legally win. If the book makes interest on that money in the meantime it doesn't make them evil, it just makes them not fucking stupid.
