To interpret the legalese into English as best I can, it means that there's a hearing scheduled for Friday, and the results cannot be certified before then.

Except that they already HAVE BEEN certified. So I'm confused.

I am very open to the possibility of me being wrong or misunderstanding.

Maybe they voted to certify, and this is the court stepping in to say "Hold it right there, Buster!"
