It's like the Nixon pardon. It precludes any criminal charges in the future (I think - depends on how it's worded on paper - and even then I'd have to double-check but Nixon wasn't indicted on anything because he resigned ahead of Congress finishing their votes on the matter - but it absolved him of any future entanglements with the charges involved).
