Even if the PA legislature refused to certify and appointed electors to vote for Trump, there would still need to be a SCOTUS decision, unless enough other states also refuse to certify and appoint Trump electors despite their vote counts showing Biden ahead. PA alone does not have enough electoral votes to put Trump over the top.
Those legislators don't have backbone when it comes to precedence...Judges don't like being part of landmark decisions. Which is crazy...Look at the fucking 9th circuit....asshole bench drips with activism.
