I would say add in 'you vote at least every x years or you are not registered' and 'you must register to vote no excuses'. 'when you register you get a registration photo id card' if you do not vote at least every x years you are automatically removed from the rolls.

Keep it simple as the more steps you add in the more places for shenanigans enter in. as a programmer my reaction is blockchain with an encrypted private/public key from the id card. each ballot is also signed with that card and the card of the election supervisor of your district. Also as a programmer 'encryption/blockchain' is probably a really bad idea.

I would say something like each vote signed digitally in some way. recorded into a block chain. for quick verification (so we can know the results quickly). each ballot is also printed in plain text what is in the encrypted message. you can decode it with my public key which is printed onto each ballot and you need my private key to make the message. THEN there are at least 6 people who look at each vote from the plain text. 3 from each 'team' as many elections have more than 2 people running. The first 2, 1 from each team vote on it. it then goes through 2 more rounds of vetting. that is the 'real' vote. they should be within some % of each other or the whole district is tossed out. Voting holiday is a good idea too. BTW all of this can still be forged. Still have not worked that out in my head how to do it. As he who controls the 'master keys' controls it. It seems plausible to do though.

blockchain is not some magic bullet. it is just a way to record something with a crypto signature. it is also brutally hard to get 'just right'.

now the down side to a 'block chain'/private-public key is the anonymous vote. that was put into place to discourage 'pay 15 bucks to vote' or 'vote this way or i pound you'. it is one of the reasons you can not bring cameras into the booth with you. you may say 'oh that is not a big deal' but in the 1800s it was done a lot in cities like new york.
