He has a pattern of not getting involved and trying to let the system play out the way it's supposed to. We've seen this with spygate, Flynn, and more. He wants the legislature and the courts to work the way they are supposed to.
I think we are seeing the same mindset here with the voter fraud issue. He wants to see who steps up like a hero and who kneels like a cuck.

He attributed it to his personality and how it plays out in the context of the checks and balance implemented in the constitution.
In my mind, i think he's purposely trying to decentralize the power of both gov and monopoly entities. We saw him do the same thing during his impeachment and the russia hoax, doing some tweeting, but letting the system play out its legal courses.
I think you're right. He lets his people do their jobs, and he doesn't show up. I suspect its to keep the media focused on whats important. It gives them no angles to distract their viewers from the truth with their "orange man bad" scripture.
