Shadowbanning in general should never be a feature.
The problem with having a separate site that is that it gives a "badge of honor" to shills and incentivizes them to continue making accounts. Having a space where they can prove their impact will make the proposed site very large over time, and very convenient for those who get paid to shill. Worse yet, if they can still communicate with each other, then they can also coordinate attacks using the site's resources instead of their own.
I actually like this deport system much better, because a spammer runs the risk of having little to no impact by being caught so anonymously and so quickly. Break the rules, and you're caught almost instantly. Effective moderation and clear/transparent rules are key to this, though, and is the mistake of many boards out there. Unclear rules = harder to make determinations = slow response and becoming overwhelmed in red tape.
