It's possible that the numerous foreign and domestic actors were all 'competing' with each other to rig the same election (in the same direction, but not necessarily aware of each other). So they went way too far, independently causing vote irregularities that just didn't add up. Plus these foreign actors may have felt secure enough to make "risky" plays.
It was blatant and used a combination of every possible method of fraud.
