I’m not sure I understand the question. The pdf at this link primarily describes network connections to dominion, Edison, and other parties related to this years election. These network connections appear to be from countries like Iran and others (China). The tools used are commonly used by cyber forensic analysts and are commonly used in court evidence.

Got it. So, basically what was found was a sub-domain for “indivisible.org” called “scorecard”. You’ve seen in the news the reports around Hamr and scorecard. The sub domain name is highly suspicious given these reports. Almost too coincidental, but the name by itself is not enough to be evidence of a clandestine program (just my opinion). It is bigly suspicious given current events and even more suspicious this domain previously belonged to Obama’s beloved ACORN which made Project Veritas famous. I think more important are the credentials including passwords found in the wild and the VPS connections from foreign nation states. Just my two cents.

You are 100% correct. There are many additional pieces of evidence they could have. For example, they could have done things like fingerprint scans of “scorecard.indivisible.org” and found more information. If the server at that address was available and a web server they could have done an application scan, if it was utilizing poor transport layer security (vulnerable TLS/SSL) they could have man-in-the-middled an existing session and collected data. They could have used some of those exposed credentials to login and take screen shots. This is all hyperbole and conjecture but it could absolutely still be sealed as evidence. We just don’t know. What I can say is this data and testifying as an expert witness has won court cases. So chin up, we’ve got good things going to expose this fraud :)
