Right. Looks like 9999 is some private security thing that intentionally blocks whatever they feel like is a security threat.

Biz & IT — New "Quad9" DNS service blocks malicious domains for everyone Set DNS server to 9.9.9.9, and (known) malware and phishes won't be able to phone home.

Sounds good in theory, but too much power for me to give an external company I know nothing about.
