If a Senator isn't at a vote, they can't just have someone sit there and vote for them, they have to be physically present to vote at all.
So it's clear that while the legislature can delegate powers, they can't give those powers away, especially not to the point where they somehow no longer have those powers.
The only thing I will be pissed about is we might never know how much of a landslide victory this was..
