Detroit is the main city. With a city that large, there are sure to be other decently sized cities and suburbs bordering it, and a few more rural areas as well. Counties are pretty large. So is Detroit, but it's not COUNTY sized.
Like, I don't live far from Pittsburgh PA. It's in Allegheny county, and the city has a lot of people, but outside that there is still forests and stuff where people live in the same county, as well as smaller cities and towns.
Of course, when you live in a county with a massive city, your politics are pretty much dictated by that city if you live in a more rural area. You're pretty much just along for the ride.

Suburbs too. Over a million plus live in Wayne county, outside of Detroit.
