December 14th is the last day under federal law that states can certify their votes.
When that day comes, if neither Biden nor Trump have a majority of electoral votes in the Electoral College, Article II of the US Constitution kicks in. Each State gets a single vote,e.g., Rhode Island gets one vote, California gets one vote; the candidate with the most votes among the states wins.
Currently, the best estimate is that Trump would win with 37 votes.
