Are these ballots even real?

I was a poll watcher the night of the election (not in a relevant state, mind you) and I noticed that they could report to whomever whatever numbers they wanted. If you were with a team of dishonest people at the polling station, one could easily call in with, "Oh yeah Biden got 5 billion votes, Trump got 1".
