The goal is simply to deliver to the great unwashed masses a simple and unmistakable message: "STAY IN LINE".
Some 80+ uniformed, armed officers, and a dozen mounted? For a BBQ restaurant not closing?
Their goal is to intimidate you.
There's only one possible answer to this that doesn't involve random citizens losing all hope and just opening fire: STRENGTH IN NUMBERS.
Every person there needed to get on the phone to 5 of their friends with a simple message: "Get here now, and bring five friends".
And every one of those people needed to have got on the phone to 5 of their friends with a simple message: "Get to the BBQ restaurant now, and bring five friends".
The only possible correct response is an overwhelming number of normal, everyday citizens turning up at short notice.

I seriously feel bad for most of the police who would lose their jobs if they didn't follow the orders of politicians. They have families to feed.
