Let's make it easier. Name one department or agency that he significantly downsized?

He doesn’t have unilateral authority to do that. Almost certainly Congress would have to get involved.

Very small fraction of personnel, though. Needs to cut 50%.

And sadly, the swamp is still thriving because he won't make the transition to at statist to a small-gov conservative. The swamp and marxists will haunted him the four years because he keeps them employed. To truly drain the swamp you have to close agencies and departments completely.

I am so tired of see that attention seeking Coulter spout off on everything. She is irrelevant and should go away, forever.Doesnt she have some kids to take care of or something? No!that tells me all I need to know about her

Wikiperia Personal life Coulter has been engaged several times, but she has never married and has no children.[28] She has dated Spin founder and publisher Bob Guccione Jr.[49] and conservative writer Dinesh D'Souza.[175] In October 2007, she began dating Andrew Stein, the former president of the New York City Council, a liberal Democrat. When asked about the relationship, Stein told the New York Post, "She's attacked a lot of my friends, but what can I say, opposites attract!"[176] On January 7, 2008, however, Stein told the New York Post that the relationship was over, citing irreconcilable differences.[177] Kellyanne Conway, who refers to Coulter as a friend, told New York magazine in 2017 that Coulter "started dating her security guard probably ten years ago because she couldn't see anybody else".[178]

"40 to 45 NSC staff officials were sent back in recent months to the agencies where they originally worked"

A few dozen is nothing.

25% or 33% or 50%, now those would be significant number.

Small number, and about 50 just moved elsewhere in government.
