You can broadcast the envelop part that has addresses, and the ballot comes out in its secret inner envelop, and then put into a pile for processing at a later station.

then you broadcast the piles of ballots (that no longer have identifying info) as they're pulled from a pile randomly. Broadcast every transaction, let people count at home (or using ML)
