I'm confused about 12 and 13. I thought SCIFS were a place where there are no electronic or recording devices allowed so you can view classified information without it leaking outside. That's like the opposite of what you're saying it is. If they entered a SCIF they would have 0 communication with the outside or know anything about what was going on with the election.

Some SCIFs have unclass communication devices and unclass networks. However the devices in there stay in there. You can't have personal communication devices or computers with which to communicate to the outside world. Only way to reach out is via the secured devices present within the SCIF. Many security and/or network operation watchfloors for military commands and fed agencies exist within SCIFs for security purposes.
