He sits behind a big desk with a chair that is taller than all the other chairs in the room as part of his regular every day meeting process. He didn't choose to sign papers behind this tiny table, in a normal wooden chair without cause.
I work part time doing real estate photography, mainly shooting home interiors for real estate listings. I can tell you from experience, that small changes in a piece of furniture's location can make a big difference on the appearance of the room. Depending on the focal length of whatever camera POTUS is looking at in this picture, that small desk may be necessary to get the "right" appearance on camera. It's possible that a "normal" sized desk would extend out either side of a tight camera shot, and just look wrong. It would help to see what the image from the broadcast camera "sees" to put this wide shot into better perspective.
RentedMule - here's the wide shot. Unfortunately the only one I saw without all the on-screen news scrolling is CNN's. I'd say the photo above is accurate because when he puts both his elbows on the table it is only about 6 to 8 inches wider on each side.
