I imagine a blockchain where a voter creates a profile with password, a hash of SSN/passport number, has to have it digitally notarized by two witnesses (friend, librarian, public notary, gop/dem office), then has to get it digitally signed/notarized by the DMV for having conducted an ID verification, notarized by an election officials to obtain (really just digitally unlock) a digital ballot, and then have the ability to cast that ballot.
People can make as many profiles as they like, flood the system, but only ballots that have their complete set of digital signatures in the blockchain are counted.
Moreover, since everyone is digitally linked, it'd be publicly visible which voters were part of a fraud operation if a single signing entity was attributable to fraud. A court procedure could invalidate all ballots signed by such keys, but with a public ledger part of the blockchain to show who got nuked and why.
