They probably will at some point, even NK (BK?) got them and the knowledge is out there. The question will be how effective they can make them and how effective the anti-measures will be as seen in many wars, bombs (whatever type) attached to missiles aren't that difficult to make and it's all about effectiveness of delivery. The nice thing is that it will take longer and therefor decrease the effectiveness.
