Also, Cloudflare is a service used to help fight against DDOS attacks. Cloudflare stops the attacks before they can damage the site (TDW in this case) behind their proxies. You will frequently see the Cloudflare proxy notification when you connect to TDW... that is normal.

You can't really tell when it's occurring but you can Google their Twitter page. They posted a new message before the site returned.
This site has hosting that prevents a DDos attack (many 'visits' at the same time) so it's unlikely it will be knocked offline.
