I understand the initial reaction that this will disenfranchise voters. But the whole point is to have honest elections so the franchise is protected. The penalty for running sham elections should be the nullification of that election. The responsibility is on the voters to keep their elections officials honest. Otherwise it's an arms race of who can cheat more.
