It depends on state law. Also, different states have different rules on who is allowed to collect or return ballots. Many states allow a designated family member to return a ballot for you. I would hope getting paid for it is illegal everywhere.

Obviously the voter themselves has to fill out the ballot. But here's the thing, they're going to have to prove that these people illegally harvested ballots. A lot of this is very difficult to prove.
One of the reasons why pimps and prostitutes can operate so openly, is that there's no law against a woman giving a guy some money. The police either have to get an eyewitness, or otherwise prove that this guy is pimping this prostitute. Now that we have the check stubs, we have to prove beyond reasonable doubt that something illegal was going on.
