In Bivens v Six Unknown Named Agents, each individual government actor was responsible for violating the rights of Bivens. Sounds like that means out of the agents pockets, not govt.

Of course if he is suing the organization directly that’s probably tax $. Same thing as suing police departments - it’s tax money.

But it’s $75 mil total, not per defendant. Definitely won’t be all tax money. Another good thing is it comes out of their existing budget, so it’s less money for spying on Americans.
