According to what I've been reading in other places, the cheating was held to 3% because they were afraid of tipping too far and exposing the fraud. If they were going to lose by more than that, then they'd let it go.

In their desperation to get Trump out they broke that rule, pushed too hard, and no it's over the top obvious.
