I suspected something like this was behind Giuliani's claim. I'm sure the mailed-out number is wrong, and was just lifted from the primary numbers. It's shown here as part of a question, not as part of the table of data, and no source is cited for the number. Would be helpful if somebody could establish who asked the question, and also where on the "dashboard" this was posted -- a publicly accessible page, or a page accessible only to PA Department of State officials and other authorized state officials/legislators?

And I'm still waiting for some official PA source to provide their version of the correct number of ballots mailed out for the general. I saw a number of ballots requested (also on a state government page that has been taken down), but requested does not equal mailed out, unless there was literally zero screening of requests.

It is from the primaries. I think they’re trying to drum up outrage. They know it’s not a legit number. If that’s what it takes, I’m fine with it. Lots of statistical analysis are pretty conclusive but the average person can’t see it with there own eyes. It’s an information war now.

They may be trying to drum up the actual number, or at least get the state to provide something that it claims is the actual number of ballots mailed out (or admit that it has no idea how many it sent out).
