The court also finds that the law passed this year to give everyone a mail in ballot probably violates the PA state constitution. On the other hand, the state can't certify an unconstitutional election so they will wait till the emergency hearing happens to decide. My guess is that they my, time permitting, go back through the mail in votes and toss those that don't satisfy the four conditions under which you would normally receive a mail in ballot after requesting one.
