Court agrees that its OK to hold off certification until an emergency hearing occurs. The court also finds that the law passed this year to give everyone a mail in ballot probably violates the PA state constitution. The court mentions it would disenfranchise millions of voters who used the mail in ballots to vote. It would disenfranchise all the voters if the legislature picks the PA electoral college voters. On the other hand, the state can't certify an unconstitutional election so they will wait till the emergency hearing happens to decide. They aren't taking the fraud into account, only the constitutionality of the mail in ballots and whether there is a good solution that satisfies the constitution while disenfranchising as few voters as possible.

My guess is that they my, time permitting, go back through the mail in votes and toss those that don't satisfy the four conditions under which you would normally receive a mail in ballot after requesting one. The vast majority of those who mailed their ballots didn't request them so, the state will likely go Trump.
