Gotta wonder. I have heard him say "not everybody's going to want to take it", so I don't think he would mandate it. Probably just knows a lot of people are brainwashed into not leaving home without it. I wondered why he would "already have the military set up across the country to distribute the vaccine" when he knows it's mostly b.s. Maybe he's using it to catch more swamp rats in collusion, and use the troops to bring 'em to the gallows.
