You know, if we finally did have a Voter ID - that could have its own embedded (private) key and this would be swiped/verified at the Polls. For 'mail in' - perhaps it could be as simple as requiring a voters SSN that would have to be confirmed/verified via a Centralized Citizen/Voting Database (possibly guarded by the Military), which would also count and aid in assuring that everyone only votes ONCE.
SSN are easily obtained to be used for fraud. If you want to secure mail ballots the only real way to do it is fingerprint verification against a fingerprint on a registration. Hard to get a fingerprint from a dead person or someone that moved. They can also be verified quite easily electricity, better than signitures.
I was initially thinking 'fingerprint' too, but couldn't decide on exactly the 'how' for a mail-in ballot; trying to think in the simplest of terms for the sake of non-tech type voters. Fingerprints would be secure, but the 'how' is where I'm at a loss.
Would voters have to supply their own Ink for their fingerprint? How about that 'invisible/colorless' ink used on Newborn Babies, the type that doesn't leave an ink-stain yet makes the print when pressed to the Birth Certificate?
You know, many/most Smartphones have the option to unlock the phone with a Fingerprint, so perhaps it could somehow tie with those devices; since most people seem to have one.

Mail in ballots should be notarized with voter registration card verification.
