The recount gave Biden some small amount (132?) of votes. This is irrelevant, and during the recount they separated/quantified ballots to be challenged in court later. Absentee voters with "indefinitely confined" status amount to something between 170k and 230k votes depending on the source. These are the real story, and can easily be litigated away as "indefinitely confined" was abused and violates equal protection because an ID is not required. Other options may exist including a technicality involving the requirement of an absentee ballot application, but hopefully it doesn't even need to go there.
