I doubt people are moving all over and voting twice. That's a lot of effort and most people follow rules. What happened is these people were "sent" ballots in two places, they marked them in the place they live now, and democrats helped them by marking them in the place they used to live.
It’s not difficult. If they were moving already due to the pandemic (post office estimates 16 million from cities to suburbs) what’s stopping them? You don’t think liberals would do anything at all to get Trump out of office? A liberal shot at and struck a US congressman because he was radicalized by Rachel Maddow. What’s a little ballot fraud compared to that?
I don't think 20k+ people maliciously voted two places. I think democrats sent absentee ballots to everyone on the role in GA (and other places) so they had a "record" of those ballots being out there when they inserted stacks of Biden pre-marked ballots at 4am.
