It is a combination of both.

To protect from lawsuits due to their poor infrastructure along with trying to normalize this as a new normal for their customers.

Most Californians don't know that this isn't normal in the rest of the US and most of the western world.

The commies have brainwashed them well to accept this as normal. This wasn't normal by Californian standards 30 years ago.

So fuck you to the people who can actually afford to install solar. Let's not give them an incentive to go green. Yet the tards in Sacramento want to be fossil fuel free. Funny how it's only the Federal Gov who is giving out rebates. Fed tax credit is currently 26% then drops to 22% next year then to nothing the year after.
